Five State/EPA Total Maximum Daily Load Work Group

Purpose

Work collaboratively to evaluate the 2000 TMDL using existing data and information as much as possible. Agree to a clear and realistic time frame for the process without presupposing the content of the TMDL. EPA and the five states will work together to develop fair and equitable allocations (both wasteload and load allocations) consistent with Clean Water Act and TMDL requirements. In developing the revised TMDL, EPA and the five states will: 1)consider ongoing activities in states to address local water quality objectives that will ultimately benefit LIS regardless of the TMDL (e.g., nutrient criteria development in upper basin states); 2) work to incorporate within the TMDL, creative approaches to meeting the desired outcomes, championing approaches that allow flexibility for implementation. Maximum flexibility should be provided within the TMDL for each state to develop and implement programs to attain its allocation using the most effective approaches among point and nonpoint sources.
